New Gerrit Administrators: process?

Is there any page that clarifies how new administrators are proposed + verified + created? Also, just for my curiosity, do you know what percentage are WMF staff members / volunteers / from other organizations? (less or more) Thank you for your help! Currently the standard LDAP-Access-Requests process is used with Tyler/RelEng approving the requests. From a very quick look at toolforge:ldap/group/gerritadmin, looks like there are 3 volunteers (Legoktm, QChris and me), 15 WMF staff members and 1 bot with gerrit admin access. I self-nominated myself, and the other voluteers have had access before the current public process was created (likely granted access ad hoc when it was managed via Gerrit directly).
