According to phabricator:T114208#1787678, the next steps do not affect DBA. Is that an authorisation to run a huge INSERT updating a few millions user_properties rows? :) The last bullet should be broken down, for instance I guess userOptions.php needs to be updated/verified to enable updating preferences on many users from a provided list.
