Use the above template when adding a Sitenotice on the main wikitech site. Having a non-empty MediaWiki:Sitenotice will override the $wgSiteNotice that is normally displayed on https://wikitech-static.wikimedia.org/ pages.

When removing the local Sitenotice content, set the page content to - so that all the things work as expected and we don't get a weird '[dismiss]' link floating all alone in the edge of the screen.
