User:HNowlan (WMF)/service-checker in Kubernetes

When new Kubernetes services are created, the scaffold directory will contain templates/tests/test-service-checker.yaml. service-checker will only be called during deployment if the service in question has a helm.yaml file defined in its respective .pipeline directory.
